Simon Benninga was a cattle dealer. He and Izaak de Vries were the board members of the Jewish congregation in Winsum. On 10 July 1940 the congregation board sold the synagogue in Winsum to the Moderne Winsumer Bestuurdersbond (a labour federation). In 1942 Simon Benninga was sent to a labour camp near Sneek. On 3 October 1942 the men from that camp were transferred to Westerbork, while the families they had left behind were picked up and brought to Westerbork. On 9 October 1942 they were all deported to Auschwitz.
