Werner was refugee from Germany. He arrived in the Netherlands on March 30th, 1939 and stayed at the quarantine station in Rotterdam, the Achterklooster in Rotterdam, the facility in Gouda and quarantine Zeeburg in Amsterdam. In February 1940 he went to Wieringen.
He was not a Zionist, and learned in the smithy.
His last address in Germany was Hardenbergstr. 23, Breslau.
