According to this letter from the Amsterdam police, Benjamin Saffra arrived in Amsterdam on July 28, 1938 from Gemen. He did an examination to become a mohel while in Amsterdam and wanted to emigrate to Florida. His uncle in London sent him 8 guilders per month.
In November 1938 his children and wife also came to the Netherlands. Son Michael came to Amsterdam, where Benjamin was living with his sister and brother-in-law. The two girls lived with Benjamin Philips, Goudvinkenstraat 8 in Winterswijk until February 1939 when they moved to Amsterdam to live with their father. The three children went to the Montessori school in the Herschelstraat.
Judith became sick in November 1938 and had to be hospitalized. Her mother went back to Germany, Judith stayed with the Menco family in Winterswijk after her hospital stay, after which the Menco family did not want to let Judith return to her mother in Germany. According to a letter written by the city of Winterswijk Judith did return to Germany in February 1939.
According to a German website http://suomenhirvi.piranho.de/gegenvergessen/gemensaffra.htm Judith and her mother left Germany for Belgium in the summer of 1939. Their cards at the municipal archives in Amsterdam do not give any information about the date they came to the Netherlands, but the family was reunited in Amsterdam. They were taken to Westerbork on August 1, 1943, according to their archive cards.
