The author of the deportation plan and head of the Berlin office was Adolf Eichmann. The homonymous Dutch office was located in The Hague, operated as part of the Sicherheitspolizei and was run by Willi Zöpf and his assistant Franz Fischer. In Amsterdam the Zentralstelle für jüdische Auswanderung [centre for Jewish emigration] was opened as an auxiliary branch.
