Simon Cohen was a son of Isaak Cohen and Jeanetta de Winter. He married in Enschede on 31 May 1926 to Roosjen de Leeuw, daughter of Julius de Leeuw and Geertruida Spits.
Simon was a brother of Francisca Cohen and Sophia Cohen.
