The mayor of Winterswijk requested that Albert Emmering, a teacher residing at 29 Meddoschestraat in Winterswijk, be located, detained and brought to trial. He had left his place of residence without the required authorization. This description referred to Jews who had gone into hiding. The identifying characteristics provided were: 'about 5'7" tall, wavy blond hair parted down the middle, normal build, sometimes wears spectacles.'
