Rauter ran virtually all institutions organizing the deportation of the Jews and was a fervent anti-Semite. He was jointly responsible for the extensive implementation of the racial laws in the Netherlands, even further than in Germany in some cases. Rauter‘s immediate superiors were Heinrich Himmler and Arthur Seyss-Inquart.
